BIR Ressurs AS, 985 825 408, intends to enter into a direct agreement with NOAH Solutions AS, 884 902 980, for depositing flue flue and filter cake from BIR Ressurs AS ́ incineration plant in Rådalen, Bergen. Annually the incineration plant in Rådalen produces approx. 6,600 tonnes of flue ash and 430 tons filter cake. These two waste products have classification: Flygeaske: Waste material number: 7096. EAL code: 190113 Filter cake: Waste material number: 7096. EAL code: 190105 Based on this classification, the waste must be stored at a landfill site with certification for these waste types. BIR Ressurs AS carried out a market dialogue that was published on Doffin and TED with reference number: RFI 356849. The dialogue was to check the market for alternative solutions and landfill systems for these two waste products. Two actors reported their interest and meetings were held with them. The actors were NOAH Solutions AS and Scanwatt AS. NOAH Solutions AS is the current supplier of the service and has a system that is well known for BIR. In addition NOAH presented new exciting possibilities for processing the waste products. Scanwatt AS presented an exciting alternative system. The solution is still in the research/pilot stage and will require a significant investment in capital and space at the incineration plant. Space is a problem at the plant, particularly in relation to the planned development of the CCS system. Another challenge with the solution from Scanwatt is that the solution will require a great deal of time to implement, more time than BIR can use, as the current agreement for deposit expires 31.12.2024. Several competitions have previously been held for this service, which only resulted in an offer. Only NOAH Solutions AS has submitted tender offers in previous competitions. The tender contests have been published in Doffin/TED. The last competition is for ID number 187792 in Doffin. With a potential new competition, it is highly likely that only NOAH Solutions AS will submit tenders from the Norwegian market. If a tenderer is a foreign company that would like to offer foreign treatment solutions for the airport, the tenderer shall have a Norwegian company that takes responsibility for the entire process for exporting registered waste (be the responsible exporter). This requirement is set as BIR Ressurs AS does not have competence or experience with export of hazardous waste. Tenderers must be able to refer to sufficient experience with this regulations, and previous equivalent assignments. Extracts from the rules that the tenderer must handle: • Set up contract between the exporter and importer, and treatment facility. • Provide a financial guarantee for export to the Norwegian Environment Agency, which covers all costs. associated with exports and treatment, which means that several loads can be transported simultaneously. • Applications for approvals from all involved countries, including transit countries. • Prior information notice for waste dispatch. • Customs declaration. • Annual reporting to the Norwegian Environment Agency. Previous experience shows that there have been no foreign companies who have shown interest in the competitions, as well as there were no foreign companies who reported their interest in the market dialogue that was held in spring 2024. Based on this, BIR Ressurs AS deems that there is only one supplier who can provide the requested services and would therefore like to enter into an agreement for landfill and treatment of flue ash and filter cake with NOAH Solutions AS. The contract will be valid from 01.01.2025 to 31.12.2029 (four years). The contract has an estimated value of approx. BIR Ressurs AS will work in the contract period to find alternative solutions for landfill of flue ash and filter cake so that a competition can be held during 2029 with potential more tenderers.
