Hva er TED-anbud?
TED (Tenders Electronic Daily) er EUs offisielle database for offentlige anskaffelser over EØS-terskelverdi. Norske oppdragsgivere er pliktig til å kunngjøre i TED (i tillegg til Doffin) når kontraktverdien overstiger:
- 1,4 mill. kr for varer og tjenester (sentrale statlige enheter)
- 2,2 mill. kr for varer og tjenester (andre offentlige enheter)
- 56 mill. kr for bygge- og anleggsarbeider
Kunngjøringer over disse tersklene er åpne for tilbydere fra hele EØS-området. Ved vesentlig grenseoverskridende interesse må kunngjøringen være tilgjengelig på engelsk.

Cross-border-anbud: slik leverer norske bedrifter til EU-utlysninger
30 EU- og EØS-land deltar i felles offentlig anbudsmarked. Norske leverandører har rett til å delta i over 500 000 utenlandske TED-kunngjøringer årlig på samme vilkår som lokale tilbydere, men praktiske barrierer (språk, lokal bank, referansekrav) gjør at de fleste norske bedrifter blir hjemme. Slik fungerer cross-border-anbud i praksis.
ESPD-skjemaet i praksis: slik fyller du ut det riktig
European Single Procurement Document (ESPD) er én felles egenerklæring som erstatter mange dokumenter på utvelgelsesstadiet i EU/EØS-anbud. Praktisk feilbruk gir avvisning av ellers gode tilbud, og mange norske tilbydere oppdager ikke fellene før evalueringen er ferdig. Slik fyller du ut skjemaet riktig fra start.
EU-anbud vs Doffin: hva skiller seg og når du må følge begge
TED publiserer 2 050 nye anbudskunngjøringer hver virkedag fra rundt 30 europeiske land, men bare et fåtall norske anbud havner der. Doffin viser alle norske anskaffelser med kunngjøringsplikt (fra 1,3 millioner kroner) og mange mindre som kunngjøres frivillig; TED viser kun de som passerer EØS-terskelen. Forskjellen i hva du faktisk får på hver plattform avgjør hvilken portal du må følge.
Hvilke EU-land utlyser anbud norske leverandører bør følge
30 EU- og EØS-land kunngjør anbud over EØS-terskelen på TED, men ikke alle markeder er like relevante for en norsk leverandør. Geografisk nærhet, språklighet, juridisk likhet og bransjespesifikk etterspørsel skiller mellom marked du bør følge og marked du bør hoppe over. Her er den praktiske rangerings-guiden.
Norske bedrifter i EU-anbud: hvem vinner, hvor og hvorfor
Norske leverandører deltar i utenlandske EU-anbud i hovedsak i fire sektorer der norsk fagkompetanse gir konkurransefordel: maritim, energi, helse-IT og forsvarsteknologi. Volumet er beskjedent sammenlignet med hjemmemarkedet, men gevinsten per vunnet kontrakt er ofte betydelig høyere.
Språkkrav i EU-anbud: når må norsk eller engelsk leveres
TED publiserer kunngjøringer på 24 EU-språk pluss norsk og islandsk. Konkurransegrunnlaget følger originalspråket, ikke en oversettelse. For norske leverandører som vurderer cross-border-anbud, er språkkravet en av de første vurderingene før tilbudsbeslutning, fordi feil språk i tilbudet gir formell avvisning uten ny mulighet.
Hva er forskjellen på CAN og PIN-notice på TED?
CAN (Contract Award Notice) er kunngjøring av tildelt kontrakt. PIN (Prior Information Notice) er forhåndsmelding om kommende anskaffelse. De har ulike formål og praktisk betydning for tilbydere.
Hva skjer hvis ESPD-skjemaet er feil utfylt?
Feil i ESPD-skjemaet kan føre til avvisning av tilbudet eller i verste fall utelukkelse fra fremtidige konkurranser. Konsekvensen avhenger av om feilen er materiell eller formell, og når feilen oppdages.
MVA på utenlandske leveranser til norsk offentlig sektor
Norske offentlige oppdragsgivere skal betale MVA på de fleste innenlandske leveranser, men reglene for utenlandske leveranser varierer. Tjenester levert fra utlandet er ofte unntatt norsk MVA, mens varer som krysser grensen følger ordinære regler.
