Beskrivelse
Sarpsborg municipality would like to enter into a contract for a system that is developed to counteract working life crime and social dumping and to promote seriousness in the industry. The municipality would like to be able to obtain a better overview and control of its projects/contracts independent of the executing contractor/supplier. The municipality is concerned with preventing junk service providers and suppliers from being given assignments for Sarpsborg municipality, as well as following up the seriousness provisions of the municipality. Sarpsborg municipality has carried out market surveys and the surveys show that there is only one supplier who can deliver the requested system, based on the requirements set by the municipality. Sarpsborg municipality therefore intends to enter into an ongoing service purchase agreement with HMSREG AS for the delivery of HSEREG software, which is a cloud based digital tool, without a competition notice. HMS reg is a digital tool/system that gathers information about the construction projects, including information on suppliers and each employee. The system shall be able to cross-connect the information that the companies/suppliers themselves submit with information to the Norwegian Labour Inspection Authority, the Norwegian Tax Administration and the Brønnøysund Register Centre. This cross-link shall also be done for sub-suppliers. Everything from tax certificates to certificates of apprenticeship shall be registered at the same place. The system shall, in real time, show which access cards are used at each construction site. A warning shall be given in the event of irregularities. The service includes an integration system that can be used by different suppliers of access control systems to deliver data to HMSREG, as well as integration with the Unit Register, StartBANK and the HSE card database. The tool shall also be used for protection rounds in construction projects as well as to follow-up the activity on operational and maintenance agreements (framework agreements) through the functionalities protection rounds and framework agreements. The procurement is outside the scope of the procurement regulations.
