Beskrivelse
Stiftelsen NationalMuseet for kunst intends to enter into a service and maintenance contract for maintenance of a safety system with Bravida Norge AS. The contract will be signed pursuant to the public procurement regulations § 13-4 first section, letter b no. 2. Background: In 2017 Bravida Norges AS won the tender contest Contract K501 Security, which was announced by Statsbygg in connection with the construction of the new National Museum. Through this contract, Bravida Norway delivered, among other things, access control, top system, CCTV, object security, key cabinets, person counting, visit system, guard personell positioning etc. After the hand-over of the building to Stiftelsen National Museum for Art as a tenant, the National Museum has been given responsibility for the ongoing operation and maintenance of these systems and will enter into agreement with Bravida Norway for handling this. The contract has an estimated value (including annual licences) of approx. NOK 4 million per annum excluding VAT and is not time-limited. It is the National Museum's assessment that Bravida Norge is the only supplier who can provide the requested services. Bravida Norge is the only supplier who has the total knowledge of the security system and the different subsystems that the security system is built up by. This knowledge is partly a result of Bravida Norway delivering the overall system and partly that Bravida Norway has partner agreements with several of the suppliers of sub-systems. The security system is a critical system and the supplier of the maintenance must be staffed 24/7 and can both remotely control and staff the museum if necessary. Based on the National Museum's survey of the supplier market, we also consider Bravida Norway to be the only supplier who has sufficient capacity for such on-site and immediate delivery. In addition Bravida Norway also delivered integration between the top system and several important systems that Statsbygg uses, among other things, as a fire system, control plant etc. The National Museum therefore considers that competition is impossible for technical reasons and that the requirements in the procurement regulations § 13-4 first section letter b no. 2 are thus fulfilled. If there are objections to the National Museum's signing of the mentioned contract, it must be submitted by 2.2.2024.
