Beskrivelse

The Senior Expert will provide consulting services to GRID-Arendal’s work on Marine Environment, the programme on Waste and Marine Litter and the programme on Transboundary Governance and Environmental Crime. Over the last decade, GRID-Arendal’s Marine Environment Programme has gained significant experience from managing programmes in West Africa on sustainable ocean governance and conservation of blue forests. Part of the responsibilities of the Senior Expert will be to support the continuation and expansion of such programmes. The aim is to expand good practice to new countries in the region, secure funding from relevant donors and maintain relevant partner and stakeholder relationships in the region. In support of the Transboundary Governance and Environmental Crime programme, the Senior Expert is expected to provide support to the different projects that GRID-Arendal is involved with in the region on marine governance and the fight against illegal, unreported and unregulated (IUU) fishing activities. More specifically, this will include support on the “Reinforcing fisheries’ governance in Guinea” project in facilitation of discussions between the project team and the officials. In addition, the Senior Expert is expected to take part in the “Effective management and sustainable protection of Marine Protected Areas in Guinea Bissau” project, acting as local representative and supporting activity implementation at the institutional and community level. Finally, the Senior Expert will help the discussions about the programme expansions and identification of new opportunities in the region in relation with the Transboundary Governance and Environmental Crime programme field of work. In support of the Waste and Marine Litter programme, the Senior Expert should support capacity building directed at five case study countries in West Africa with respect to their effective participation in the plastic pollution treaty making process. The case study countries are Senegal, Guinea Bissau, Sao Tome and Principe, Sierra Leone and Cabo Verde. Among other tasks, the Senior Expert shall assist in carrying out a needs assessment for capacity building, customizing training materials to local conditions, and engaging key officials involved in the plastic pollution treaty making process. The Senior Expert will support the development and delivery of projects through contribution of expert knowledge. In particular, the Senior Expert will contribute with expertise on marine conservation and sustainable ocean governance as well as detailed knowledge about the marine situation in the coastal countries of West Africa. The Senior Expert will support analysis of the baseline situation to identify new relevant programme opportunities and the development of project proposals. Representation and the maintenance of relationships with relevant partners and stakeholders in the region will be an integral part of the project development. This will include maintenance of contacts with relevant inter-governmental organisations, non-governmental organisations and research institutions based in the region that might be relevant partners for GRID-Arendal. The Senior Expert should have strong capacity building skills and be available as a source of knowledge on the above mentioned issues for relevant stakeholders in the region, including government authorities and donors. The Senior Expert will have strong project management skills, and will contribute towards the delivery of large and complex projects on time and on budget, with particular responsibilities for monitoring and evaluation of the progress of the projects.
