Sykehusinnkjøp HF intends, on behalf of Helse Stavanger HF, to enter into a procurement agreement with Nerliens Meszansky AS for the purchase of 1 pcs. Echo 525 Pipetting robot with build-on module for Biomek i7, as well as the necessary accessories and software for intended use. The contract shall also include an option for service at different levels, super user training and service courses. The equipment shall be used in the Medical Microbiology Department for fluid transfer for PCR set-up and library preparation for high capacity sequential events. At the same time a framework agreement will be signed for the procurement of equipment dependant consumables (plates). It is in the public procurement regulations § 13-4 first section letter b no. 2 that the contracting authority can hold a procurement without a competition if the procurement concerns services that only a specific tenderer can deliver because competition is impossible for technical reasons. The Department of Medical Microbiology at Stavanger University Hospital, Helse Stavanger HF, needs to increase PCR capacity at the same time as reducing the costs of PCR reagents. In order to achieve this, the department would like to convert large volume PCR analyses from 96 well formats to 384 formats, which can give an 80% reduction in reagent consumption. For an effective transition to 384 format without a loss of sensitivity and reproducibility in the analyses, we would like to develop one of the department ́s BioMek i7 pipetting robots, produced by Beckman-Coulter, with an Echo liquid handler instrument from the same manufacturer. The instrument is based on acoustic liquid handling, which is faster and more accurate than traditional pipet based handling. The laboratory would also like to reduce the reliance on pipet tips for both stand-by and environmental considerations. Large volume PCR analyses require a huge quantity of pipet tips that represent large amounts of plastic, transport of large volumes and a lot of storage space. Echo 525 uses acoustic fluid handling and does not use pipet tips. The laboratory needs an instrument that can select PCR positive samples from an eluat board and place them directly in a supplementary PCR examination and also carry out quick and accurate normalisation of DNA concentrations before sequencing. Echo 525 can perform cherry-picking based on the results of a PCR set-up and set these up to a new PCR within a few minutes. It operates with droplets in nanoliter volume and generates several hundred droplets per second. Based on the above, the following requirements apply to the equipment that shall be procured: The equipment must be able to be connected to a BioMek robot. The equipment must be based on acoustic fluid handling. The equipment must not use plastic pipet tips. The equipment must be able to set up PCR in 384 format. The equipment must be able to pick individual samples from an electric board and set these up in PCR. The equipment must be able to normalise DNA concentrations before DNA sequencing. There is only one supplier in the market who can fulfil these absolute minimum requirements for the equipment. Based on this, a competition cannot be arranged for the delivery of the equipment that shall be procured. This is due to technical reasons. The terms for the procurement without competition in accordance with the public procurement regulations § 13-4 first section, letter b no. 2 are therefore fulfilled.
