Sentrale krav til leverandør
- Ingen spesifikke kvalifikasjonskrav nevnt i teksten.

Praktiske forhold

Beskrivelse

The Norwegian Public Roads Administration shall upgrade the Lærdals tunnel on the E16. The tunnel is 25 km long, has a course and no real bypass possibilities. Efficient site execution is decisive for a successful project. The Norwegian Public Roads Administration invites tenderers to a dialogue on how the site work can be carried out rationally, with as few disadvantages as possible for road users. 26 technical buildings with the accompanying wreckage lay-bys shall be blasted in Lærdals tunnel. There are cracker mountains in large parts of the tunnel and the total rock volume that shall be transported out is approx. 200,000 pfm³. It is a prerequisite that the tunnel can be used in the normal way between 06:00 and 18:00 each day. Complete electro and automation installations shall be delivered,(comma) including 4 shaft ventilators. The existing installation shall be operative until the new facility is approved for use. The community impact of the tunnel being planned to be closed to traffic between 18:00 and 06:00 is high. All measures that can be implemented to contribute to reducing the inconveniences of night-time bans, without at the same time creating unnecessary challenges for the execution of the construction work, we would like input on through the market dialogue. What shall be particularly assessed is: • To what degree is it possible to facilitate for traffic to get through the tunnel also at times between 18:00 and 06:00, when tunnel work is in progress? • What site engineering measures can this be done in order to achieve the geological challenges that are in this tunnel? • What consequences will such facilitation have for the length of the site period and particularly the period in which blasting work shall be carried out? • How many attack points is it realistic to be able to establish simultaneously in the tunnel for blasting work? • Do several attack points in the tunnel contribute to an unacceptable uncertainty, and therefore reduced predictability for those affected by the closure? The dialogue meeting will consist of a short presentation of the Norwegian Public Roads Administration on what the contract will include and what has been uncovered so far. Questions and answers will be possible in the meeting, but input from each actor in special meetings one on one is desirable so that contractors are presented their input in the best possible way. The construction work will, according to the plan, be on going from 2025 to 2030. The input that the contractors make can make important contributions to the actual construction implementation, and to what possibilities there can be for ordinary traffic in the tunnel during the construction period. The actual dialogue meeting will take place on teams 9 April 2024 from 10.00 to 11.30. One to one conversations will take place in weeks 17 and 18. Requests for such meetings are requested to be announced by 12 April at the latest. Contractors will then have some time to give professionally well-founded input based on the competence and experience they have when the meetings are later held.
