Telemark county would like to continue engineering design work with a consultant from Norconsult AS for the project County Road 356 Raschebakken-Skippergata, after a prior completion of the project due to a lack of grants. A need has now been uncovered to extend the road section by 100 metres. Telemark county intends, thus, to continue a contract with Norconsult AS. The consultant will be engaged to support the builder in the form of supplementary engineering design services and consultancy services for an extension of approx. 100 m of county road 356 Skippergata in Porsgrunn municipality. This work will include, but is not limited to, the following assignments: • Engineering design services for the project extension of approx. 100 m. • Follow-up in the construction period on previously engineered materials. Audits and follow-up changes etc. during the construction phase. In this project, additional work applies to two things: 1. Follow-up in the construction period on previous engineered materials. I.e. follow-up in the construction phase, where the tenderer carries out any revisions of trade models and drawings, adjustments of road models and line calculations etc. during the construction phase. 2. Some extra engineering design as it is desirable that the project is extended by approx. 100 m. This is such a small additional job that we believe it is not categorised as a significant change, or significantly extend the scope of the contract. The previous procurement was carried out in connection with a previous contract between the contracting authority and the same tenderer. This procurement is a recurrence of equivalent/similar services or building and construction works that were carried out in connection with the previous contract between the contracting authority and the same tenderer. The procurement was announced in accordance with § 21-2 and the works are in accordance with the project in question for this contract. The contracting authority has also stated in the procurement documents for the original competition the extent of such new services or building and construction works, and the terms for entering into a new contract for these services. This is mentioned in point 3.4.9 Follow-up in the construction phase and point 3.8 Option in the document "207865 Requirement Specification Norconsult.doc" (part of the original contract basis), which states that a new agreement shall be signed with a new fee budget when the time comes. We mean that these additional services were included in the previous competition that was carried out in the project. We believe there is a clear functional and needs connection from the contracting authority. The additional work is an extension of the original assignment, the plans for the additional work are integrated in the original plan, we avoid interface problems, by taking care of accountability of the consultant/supplier and the history of systems and interface. The intention notice is purified in accordance with the public procurement regulations, c.f. § 13-4 letter d. Any feedback must be notified within 10 days of the notice, calculated after the notice.
